Add caching decorator(s)

Requirements

• Should cache result of function call in %AppData% (or equivalent on other platforms)
• Uses function arguments as key
• In the special case that the argument is a Path which points to a file that exists, the effective key is not taken to be the value of the argument but instead a hash value of the file it points to
