Track agent-core insight contract alignment

Current State

Knowledge remains the grounding/evaluation substrate for Loop Engineering. No code was changed in this session, but the repo needs follow-up work to align with the new insight contract.

Follow-Up To Stay Aligned

• Add insight-policy fixture/export support for InsightDecisionRecord and InsightLabel.
• Use OKF/context-pack citations as support-fact sources for CGS-style evaluation.
• Add validation that learning ledger artifacts do not contain raw logs, secrets, or unreviewed telemetry.
• Provide contract fixtures that downstream loops can reuse for IDQ/CGS tests.
• Report schema drift or fixture gaps back to the parent issue.

Rollout PR opened: #29

• agent-core dependency pinned to v0.7.0.
• Knowledge now has insight decision/label fixtures validated against the released contract.
• Exports and SQLite schema include insight decisions/labels for shared replay substrate work.
• Full local validation passed: ruff, mypy, pytest, OKF validation, quality, export check, eval check, ledger checks, lifecycle check, and secret scan.
